2020 OECD Global Blockchain Policy Forum

Caisse des Dépôts

Caisse des Dépôts and its subsidiaries represent a major public financial institution with a strong identity and rich history. At the crossroads between the public and competitive private sectors, the Group is completely dedicated to serving the public interest and develop France. As soon as 2015, Caisse des Dépôts created a Blockchain & Cryptoassets Programme and developed a recognized expertise, becoming a major actor in the ecosystem. After a first phase of acculturation and first experimentations, Caisse des Dépôts is now heading towards more industrial projects and partnerships, focused on strong business use cases serving its own interests but also new public services for national and local French actors. Blockchain technologies are by nature decentralized and independent from centralized trusted third-parties; they can connect multiple parties with unique models of governance. These distinctive features made us work on new collaboration models, in an innovative dynamic approach, with all the actors of the ecosystem, including startups and national and European regulators (creation of LaBChain in 2015 then INATBA in 2019) or bringing together large corporate institutions unused to collaborate in such ways (creation of LiquidShare in 2017 then Archipels in 2020).
